Plunger on the tub spout is designed only to direct the water from the spout to the shower head (when pulled up), not to totally divert the flow. If you'll notice while the shower head is flowing, there will still a small stream of water coming out of the tub spout.
The only way to avoid this is to have a plumber to install a diverter valve which will divert 100% of the water, to either the tub spout or to the shower head. This is typically not a practical solution, unless you're intending to remodel you bathroom or you're planning to build.
I have the same problem. I simply postion the shower head down and toward the back wall of the tub.
