: :try turning water off,get a small thorch.heat copper elbow up.then place Solder at top top elbow,heating the elbow,should draw the solder down into the elbow.and stop leak.(dont use a acid core solder)give a few mins then turn water back on .
You can't solder with water in the line, he would have to drain the line before attempting to solder and the fitting really should be taken off and cleaned then fluxed before soldering.
