The two items that normally cause that sound are a pressure reducing valve on the incoming water pipe or a water softener. THey may, or may not, have either of these device. If they have either, it should be checked for proper operation.
: My parents recently bought a home on Tybee Island Georgia. They've been doing a lot of updating, and have asked their plumber this question, but he doesn't know the answer. When water is turned on (and it seems to generally be the cold water) from somewhere under the house this low LOUD whine starts, and it turns slightly high pitched. It stops a few seconds after the water is turned off. What is the problem? It's a really annoying sound... Any help would be appreciated!
