You could use a "stop-and-waste" valve. When you winterize the line in the fall, turn off the water at the house, then open the stop and waste. The valve is at the end of the line, just before the elbow bringing the pipe to the surface. You would have to have access to the valve, usually with a piece of pipe, that the "key" would fit to reach the valve. You must be certain there are no low spots in the line that water would not drain, and using some gravel beneath the valve would help provide drainage. Another thought is to blow the line with compressed air. If you have a compressor, that would be simple and cost effective.
