Had a similar problem last year.
Concept: Water comes from the tank via angled jets (under the rim) to get the water to swirl. Solution: If the bowl's water level does not rise, there is just enough water coming out the jets to fill the bowl. The jets are clogged! Use a pipe cleaner or replace the toilet.
