You must have a lousy relationship with your neighbors if you cannot ask them to stop. Maybe they think you are both such good friends that you would not mind, of maybe the two of you dislike each other so much he wants to annoy you. : : Before you call the cops, why not go out and ask them not to do it? : : : I live in a dense residential area.
