The first thing you want to do is call a well-respected drain-cleaner in your area to put his toilet auger through your toilets. There could be a pen or toothbrush in the S-Trap inside the toilet that occasionally catches tissue and solids. If this doesnt correct the problem
you may want him to pull the toilets to see if there is a "belly" in your sewer-line under the toilets. Belly means that that line is holding water in that particular spot and will cause occasional stop-ups.
