toto ultramax stutter

hello,

Our relatively new ultramax begins to stutter when the bowl has nearly refilled. My guess is the G-Max shut-off valve is bobbing up and down causing a rapid on/off affect. This affects the sink and shower water when they are on and the bowel is almost refilled. I do not think it did this in the beginning but anyway is there anyway to remedy this?
