leaking main shutoff valve

I have a 3/4 gate valve that leaks for the main shutoff to my house. I first tried to put in a union between the valve and the water meter with the result that I broke the copper pipe solder connection at the outlet side of the shutoff valve. So now I have no water. I know that somehow there is a connection from the house to the water main. Is there a valve at the water main that turns off the water to the house? Can the homeowner get access to it and turn it on/off or does the city have to come out to turn it on/off and is there a charge?
