Motar base for Whirlpool Tub Code Requirement?

Does any of the building or plumbing codes require a motar base under a whirlpool tub? I understand it is a good idea, but I have a tub installed without motar for 8 years and never had a problem. Do I now have to add motar or a spray foam? 1. Is the motar required by code? 2. If so why, structural support or just for noise deadening? 3. If the Tub is suitable to stand on it's own feet, and you keep the feet from moving as well as the flooring being 3/4" plywood with 2 by 8 joists 16" centers under, do you meet code? I am selling my house and the buyers home inspector stated motar or spray foam was a code requirement.
