It is not only related, but it is probably the cause of your symptoms. If the tank is full of water the pressure will go to maximum as soon as the pump starts which will then shut it off. It will cycle on and off until the pressure finally reaches the actual cut-off point. You either have to drain the tank or inject air into it. : I have a waterpump that pumps water from a cistern.
