Hi, When I flush the toilet, the bowl does not empty all the way. To eliminate the flapper valve from the equation, I pushed down on the flapper to insure that it was shut and there was no water leaking into the toilet. I also shut of the water to see if refilling was causing a problem, but that did not seem to be the problem. What could be causing this problem ? Your expedient response would be appreciated.
