My water system in bathroom

I turn on my hot water --the water comes out WAT too hot!! Then I blend my cold to a comfortable temp. But when I turn the cold off, water goes to med-warm. Is my hot TOO hot and why??? Same with my sink, hot is boiling almost, cold brings it to an ok temp....turn off cold then I have lukewarm water til it goes back to boiling.
