Smelly American Standard Luxor 2003 Vent-Away toilet

I have an American Standard Luxor 2003 Vent-Away toilet (manf. date 1978) that has a sewer like smell near it on some days. Is it possible for the "Vent-Away" mechanism to go bad and allow sewer gases to seep in ? If I pull out the flush knob to activate the "Vent-Away" system, I do hear the hissing/gurgling sound of water flowing. What can I do to fix this problem ?
