Yes, Worry. The hot water heater is a pressure cooker which at all times contains the heated water under pressure, until a leak develops. The whistle indicates a leak, which will violently explode possibly scalding someone nearby. Its broken. Tell him to get it fixed, or you'll call the Department of Health. : our 40 gallon bradford hot water heater is whistling, our landlord said not to worry, should we ?
