sillcock washer replacement

I have a leaking non-frost free sillcock that I cannot seem to figure out how to remove the stem so I can replace the washer. I removed the handle from the valve and the large brass nut below it and tried to rotate it out by turning the stem in the "on" direction but it won't budge. There is a dome shaped structure, but nothing to get a wrench on after removing the brass nut. Any Ideas? ------ Thanks
