I agree with Dale, but it seems to me it would have to have a exit line of some sort unless there is a hole in the bottom and the ground beneath the cistern is capable of acting as a drain field. Not a very healthy thought! My best advice is to get a pro to examine what you have, it's legality/safety, and what needs to be done.
