half bath in basement

I want to install a half bath in the basement of an older house. There is already a spot that looks as if it was at one time used for a stool. There is a pipe that has been covered up by stuffing som insulation in it and putting a concrete block over it. There is a vent pipe (or at least I think it is) running up from this opening and is capped off by the stairs. I am wondering if this is a sewer drain and I am able to install a toilet, how would you go about venting it? The main vent or sewer stack is 20 ft away from this sewer vent or what looks to be a cappe off sewer vent. Also, there are no bolts sticking up for installation of a stool. Did they not use bolts or maybe this drain is not meant for sewer? Any thoughts will be helpfull. Thanks
