Gravel pit for basement shower rough-in?

I recently bought a new home and had the basement "roughed-in" for a 3/4 bath. I am in the process of finishing the basement and I am unsure exactly what the shower rough-in is. It is a small 12" x 12" hole in the slab filled with gravel. My builder tells me it drains to the storm drain and it will work fine. I don't don't think it is legal. Will it work? Is it legal? Any explination or comments are welcome. Thanks, Aaron
