My mother-in-law had a toilet with the same problem. I stuck my head in the bowl and discovered that a hole at the bottom was plugged with mineral deposits. PLease understand, it was not the hole the waste goes down, it was the "jet" hole where water came out from the tank. I cleaned it out with a coat hanger, worked great. I read up on this, and it is a common problem in certain areas of the country. they sell chemicals at the hardware store to clean out the mineral deposits.
