Marv, rough in measure is from the wall to the center of the drain pipe. NIBCO makes a flange that will adjust from 10" to 14", that's from the wall to the pipe center. As far as the tank connection is concerned, I know what you're are referring to, but I don't know if it is possible with just any toilet. My guess is it retrofitting is not possible, but that's only a guess.
