I am not sure what kind of pipe you had, since 4" pipe is 4" inside and 3" pipe is 3". If it was the correct size cap and fit properly that is all that is required. Either he was pulling your leg, or, but I will not go into the alternative, and did he also tell you that you needed a metric crescent wrench to remove the old toilet?
: I have a black PVC sewer line that has an inside diameter of 3 1/2". I bought a 4" PVC cap, and used PVC cement to install it. Is that suffidient? A local plummer told me that it was not, and I needed to remove the cap and insert rags into the line!
