Steam Radiator Noise

I live in a 1947 vintage apartment building heated with steam radiators. The boiler operates on an hourly cycle, running for a period of time controlled by the outside temperature. Some radiators make banging noises (7 or 8 times) when steam starts coming in at the start of the heating cycle, then stay quiet for the remainder of the hour. We have changed the steam traps on the radiators and the condensate return lines with no positive results. We have also insulated the pipes leading to the radiators, except where they are in the wall space. Is there a remedy for this problem?
