The flange was a simple brass ring - not attached to the floor - but just sitting on the particle board. There is a soft lead liner going down 8" and about 2" above the surface and this was just folded over the brass flange with the wax ring on top. Can we reuse these parts and can I assume the brass should be screwed to the concrete? Would appreciate advice. Thanks.

Sounds like what you have can be reused.
I use concrete anchors to secure the brass rings to the concrete.
