What kind of plumbing does the house have? If it's old galvanized pipe, the problem is likely the pipes are corroded shut. Another possibility is the water source. Is there ample water getting to the house? Remember that pressure doesn't equally volume. If the source is a well, there could be problems there. If the source is a city system, then it's between the meter and the faucets. You didn't give enough information to really do much more than suggest some possibilities, but if it's an older house, my first guess would be that the pipes are corroded shut and you should replace with copper.
