underground drain overflow

I am currently experiencing continual flooding in my basement during rainy periods, In Scotland this is a regular ocurrence during the Winter months. My 120 year old house has an outside drain at the rear of the house which channls all the rain (and sewerage?)from all the houses in the street DOWN to the main channel at the bottom. I believe that during prolonged rainy periods, the drain backs up and overflows at the weakest point ie my basement. The water that overflows is always pretty clean(not sewage?)therefore would this have anything to do with sewerage pipes or is it for prevention of flooding. How could I sort my basement problem, what are my options?
