Smell from toilet

I have a briggs toilet in a second bathroom which was not being used very muchy, and I now have a strange smell coming from it. A salesperson in a plumbing store said since it wasn't flush much, there's something with the water in the "trap" which causes the sewage smell to come up. I live on the third floor of a nine story building. Another poster get rid of toilet odor by raising the water level and using bleach. Any suggestions?
