Toilet Odor... but seal's fine

I smell a slight 'sewer' odor from my toilet, so I replaced the wax seal (even though it looked intact). However, but the odor persists, and seems most noticeable when I open the lid. Obviously, I've cleaned the toilet bowl and underside of rim until it is squeaky clean.

Here's my theory: the toliet has nearly overflowed several times. I imagine that as the water rises, it could leak back through the fresh water outlet holes, carrying small bits of sewage into the rim cavity. I don't think the fresh water entering from the tank would necessarily flush the cavity completely.

Any thoughts on this? More importantly, if my theory is correct, how would I go about cleaning the rim cavity?
