The toilet is designed to use less than 1.6 gallons. The tank hold about five.
That's how most toilets work nowadays.
The Toto with the 3" flush valve seems even quicker than most of the others that use 2".
The water that drops, drops even quicker going through that large opening.

That's normal. Everyone I've seen is like that.
