Your plumber may be stumped, but you are describing a classic situation of an underfloor hot water leak. When the valve is turned off the water gets hot, but when it is turned back on the water runs out under the floor faster than the tank can replenish it and so the water becomes warm.

: I replaced my water heater about a month ago and it was working perfectly, until a week ago. Then, it would only get warm. If I shut the valve that lets the water out of the heater for 15 minutes and then turn it on, I get a tanks worth of hot water- after which it is warm again. Also, if I shut the main water line into the house, i get the same effect. I replaced every part in the heater, and have checked all the valves in the house. There are no leaks. Our plumber has given up. Please HELP!
