If they do not have "O" ring seals, and the fact that there is an upper nut implies that they do not, then tightening that nut is the way to tighten the packing. Try it and see. If it does not work then you will have to remove the stem and replace the seal.
: I have an older bathtub with Gerber faucets that both ( Hot and Cold) leak - only when I turn the water on. I guess I need to repack the bonnet nuts but there are chromed tubing sleeves that go through the wall and prevent me from getting to the larger (rear) nut to remove the cartridge. Do bonnet nuts tighten up like garden hose outlets (to tighten the packing)? That might fix my problem without disassembly - I can get to the smaller bonnet nut with a deep-well socket.
