Too much water in tank of Briggs Vacuity?

I recently had a Briggs Vacuity installed, and agree with others on the board that it is an Excellent toilet. I have a question about the water in the tank. There is a plastic insert which holds the mechanicals and the water for the flushing. I would assume this is the only place there should be water in the tank.(to prevent condensation) But, the space between the tank and the plastic insert is filled with water as well. Flushing has no effect on the water level of this area. Any advice would be appreciated.
