What are you going to do with it after you go out the wall? It should still go up to the roof line, but now that it is exposed to the outside air, you will have to use double wall vent pipe, and even that may not stay warm enough to induce the proper draft and the heater may vent carbon monoxide and other combustion gases into the basement. Install a CO gas detector near the water heater.
: Is it OK to reconfigure the vent flue, which currently runs vertically from the basement right up through the kitchen above it, horizontally out the basement wall? What are the specs for rise per foot? Can this even be done?
