Water drips inside the pipes behind the walls..

During the spring and summer, when using the water from the bathrooms or the kitchen, no sound is heard.
When late fall comes and then into winter, we have started to hear a dripping sound whenever the water is running and when the water has turned off.
It was suggested to us, (this unit is a townhouse); that the association needs to look at the pipes, because the incorrect size of pipe was used with the fittings, and because of this there is a rapid expanding/contracting happening during the year that causes the dripping sounds. If anyone knows of what this can be, please give a suggestion. Thanks.
