Base board heat

While moving furniture around in my room I touched the base board heater pipe and it was HOT. It is summer and my thermostat is off. I checked the other pipes in the house and they were not hot. My room is directly above the hot water heater/furnace. Although I don't think this has anything to do with it, I'm trying to provide as much info as possible. Is this normal and what should be done? Any info is greatly appreciated!
