Green scale forming on copper water pipes with pinhole leaks.

I have a continuing problem with pin hole leaks in the copper water pipes in my 35 year old house. Five years ago leaks appeared along with a green scale on the outside of a horizontal length of copper pipe in my basement. A plumber replaced the leaking sections with new copper pipe (the insides of the pipe was coated with green scale)and suggested I contact an electriction as this might be caused by electrolysis. The electrician came, said the ground to the main fuse box was faulty and put in another. Now, 5 years later, I find more leaks and green deposits on the same pipe and in the same general area. Would greatly appreciate your comments and advice.
