Pressure reducing valve

I own a house that is about 40 years old. There is a pressure reducing valve on the main line which runs through the garage. When a toilet is flushed, there is a "singing" noise at the valve. What is causing this? Today I purchased a gauge to check the pressure. It is the same before the valve (at a hose bibb adjacent to the main shutoff) and after the valve, in the back of the house. The pressure is about 90 p.s.i. Is this too high? I havn't attempted to adjust the valve since I am unfamiliar with them. Any help will be appreciated. Thanks.
