How Much Baseboard?

Hi - is there a standard for the amount of baseboard is needed for efficient heating in a hot water heat system? When the house was built they pretty much put baseboard over every outside wall - I think its overkill. I'm finishing the basement and wuld like to get enough without going overboard. Thanks
