No Water---- Please, can you advice me?

Hello,

We are on a drilled well system which has a submersed pump therein. We have a problem-- no water. Can you advise us?
Here are the facts of the case:

NO WATER

Found no water at midnight on the 1st July, 2001.

Turned off power for hot water tank and submersed well water pump.

Unplugged, hot tap in kitchen, washing machine and water softener unit.

Went to water tank and found air pressure at about 35 psi. Reduced it to about 18-19 psi.
which is - I think - 2 psi below �click on� value.

Turned power back on to water pump-- could hear no rely �click� sound and no water. Turned off
power to pump.

Water tank gauge on zero at all times during the process.

EARLIER EVENTS THAT SAME DAY ABOUT WHICH YOU SHOULD BE AWARE:

1/ We experiences a Power outage for about 2-3 hours. It afected our whole region.

2/ Found upstairs tap on about half full running for at least an hour; and quite possibly
during power outage when pump could not come on. (My 10 year-old son left the tap on by accident.) Water was still coming out of tap
plus some air when I turned it off. Normally we have no obvious air coming from taps.
Probably my so left the tap on by accident.

Facts:

Our well is supposed to be over 200 ft. according to the papers relsting to the sale of the
property and a declaration from the previous owner.

The water tank is new and has been operating fine since installed abou 6 weeks ago. Rest of system is about 15-20 years olld.

Any help would be most appreciated.
