James, All cement grout will set underwater. The only thing that comes to mind is that "ready-mixed" grout was used, which is some sort of synthetic that requires an air dry. It's utter garbage, but they sell it.

I suggest you let the shower dry out a few days, maybe a week, and see what happens. If it's still wet, remove it and grout with regular portland cement tile grout.
