The tee is located in basement close to the main. I spent 45 minutes using mapp gas to fix the solder joint, would not melt. What are my options?

One method is to cut out the section, use a smaller pipe or straw to siphon the water out, and then replace.
If water is standing in the pipe, the mapp gas won't work. If the joint is leaking, you would want to remove it to clean and reflux anyway. Terry
