I am having the same problem in my new house. I'm pretty sure it is the mandated low flow shower head. You used to be able to remove the low flow device, but now you can't. I would like to find a shower head without it, but would probably have to go to Canada.

: The shower head is usually the source of low pressure since it is mandated to supply only about 3 gallons a minute of flow.

: : New house has plenty of pressure. (Jacuzzi fills up fast with great force)
: : I was told that the 'pressure balanced shower faucet setup' could be changed to allow more water/pressure. Is this true? What improvement can I expect? Are there any other ways to improve shower water pressure?

There are none.
