If the water heater is cooling down overnight, then you may have a bigger problems than gas economy. But until the water heater gets completely cooled off and stays that way for an extended period of time, then turning the gas off and then on again is just heating the same amount of water, you just do it all at once instead of in little bursts as the tank temperature cycles up and down.
: My housemate insists on turning off the (gas fired) water heater at night, claiming it saves "a lot" of money. My belief is that there is little or no saving as it burns for a long time in the morning to bring the water temperature up from a cold start.
