Setting a Toilet

I'm getting ready to set my new toilet in my new basement bath. The floor is cement with tile on top. There is a 4" PVC closet bend buried in the concrete. I have a 4" closet flange that I plan to cement into the closet bend with the flange sitting on top of the tile. OK so far? Now, for the wax ring. They come in various thicknesses (#1, #2, etc.) they come with and without a rubber horn and they come with and without a neoprene "washer" embedded inside the wax. What should I use? Thanks Bill
