My experience with these things, is that the water needs to be running before you pull or push the diverter. When the water is turned off at the faucet, the diverter returns to normal function, with water coming from the spout.
My favorite deck faucets, the Grohe with the 3/4" inlet and spout, will fill tubs like nobody's business! If you have a diverter problem, you will need to remove the internal parts and inspect. It will be different with each brand, but most of the time, you can remove the knob, and unthread the cartridge.
