The circulating system is the problem. Somewhere the hot and cold pipes are close together and since the hot water lines are always hot, the heat transfers to a portion of the cold water and that has to be run out when you open the faucet. : We are in a new house and when you first use the cold water, it comes out really hot for about 30 seconds, then turns to cold. As a side note, we also have recirculating hot water, if this could be a factor. : Any ideas?
