Permits are required for plumbing work involving showers and fixtures. Adding a shower drain to the floor drain may be done if the loading is correct with the addition of the shower. The trap for the shower will need to be vented. Shower valves (faucets) now need to be balanced either by temperature or by pressure. Many of the shower faucets sold in the hardware stores do not meet current plumbing codes. As for running a shower into a floor drain, Hmmm. I have never plumbed one this way. If it were in a group shower area, like a health spa, it would be similar to the "gang" shower setups.
