Sounds like the main water supply lines (does this happen with both hot and cold?) aren't big enough. If it is just 1/2" copper feeding multiple fixtures (ie shower, washer, sinks), one open faucet will utilize all the available supply.

Normally I think 3/4" main lines are used to supply multiple fixtures (which are likely to be used simultaneously). I'm no plumber, but that's what I've seen.

If you're in a bungalow with an unfinished basement, you should be able to determine if this is the problem and simply replace the main feeds back to the cold water supply.

: Have you checked the pressure when the faucets are opened? The pressure could be 70# when everything is shut off, but not deliver any volume when water is being used.
