Pat, Use a 3-1/2" hole saw to drill the joist. keep to the center as much as you can. The vent can be run outside and termanate where you want as long as it is not within 10ft of an openable window It has to be at least 6" above the flood level rim of the toilet. (22") Dale's Plumbing Service LMP
