Gas Water Heater Safety in Garage conversion.

I would like to know the safest way to vent a gas water heater enclosed in a garage conversion for sleeping quarters. the heater is now framed in and has an access door into the room and is aproximately 7 feet from an outside wall. This heater was never been enclosed before. it has a three inch vent through the ceiling. should i just cut vents in the door letting room air into the heater compartment or vent to the outside wall?
